Text boxes bug out surrounding vertical spacing

Text boxes seem to mess up the vertical spacing in the same column. It doesn't happen consistently so I'm having trouble reproducing it reliably. It might have something to do with the characters contained in the text box? It's not purely related to the amount of text, although I have not observed the effect with one-line text boxes.

I've attached a screenshot showing how the elements are laid out in the web app, as well as the result. As you can see, there's a large amount of space between the text box and the H3 title. There also seems to be an increased amount of space between the H3 title and the subsequent table.

The text box style doesn't seem to make a difference. I've also observed the effect with regular "pilcrow symbol" text.
